The world’s most expensive domain name

The Internet domain is expected to be sold for a record $13 million, according to the BBC and Routers.  A company from the Caribbean called Clover Holdings is behind the $13 million bid. How can someone pay $13 for a domain name? I don’t know what owner plans to do with the domain.
